KPU is governed by the City of Ketchikan, and is bound by the Ketchikan Municipal Code, located at!/Ketchikan11/Ketchikan1112.html#11.12

KPU Offers Broadband Internet Access Service, subject to the jurisdiction of the Federal Communications Commission (“FCC”) pursuant to Title II of the Communications Act of 1934, As Amended, (47 USC 201-276) on a common-carriage permissively detariffed basis. 

Broadband Internet Access Service bundled with a voice line, is subject to a transport cost of $16.87 per month.

Consumer Broadband-only Loop Service is offered as a stand-alone product which does not require a voice line. The transport cost for each Consumer broadband-only-loop is $32.00 per month

KPU offers Service where technically feasible within its incumbent local exchange carrier (ILEC) exchange boundaries. The serving area is identified as a study area with a distinct Study Area Code of 613013.
